The Arc of Greater Cleveland is an advocate for individuals with intellectual and developmental disabilities. Cindy Norwood is its Executive Director. She says everyone should be able to live in homes and neighborhoods, and that no one should live in institutions. Yet some communities still fight "people like that" moving into their neighborhoods.
